Minimum wage program is a social policy to protect low-income workerwhich is widely used in the world,and whether it is reasonable or not can directly affect the labor market.Using the goal model,we divide the minimum wage goal into security goal,developing goal and prevent employ negative goal,then we structure evaluation index system.After analyzing the minimum wage standard of 31 provinces in 2015,we find that most provinces minimum wage standard can ensure the labors and their raising people to keep the lowest life level,and nearly reach the basic life goal;current wage can make the low-income people share economic and social development:furthermore,since whole wage is lower,it can not cause employment negative affect.
