Abstract:Why trade unions reform? What problems exist in the trade union? Both above are major social issues. The analysis of the central party's mass work conference is to adhere to “three qualities” and remove "four changes”. Through combing the literature found that chronic diseases of trade unions standing apart from the masses are closely related to the policy orientation to the union after the founding of the nation. Taking the reform experimentation of Shanghai mass organizations in 2016 as a case, this paper makes an analysis of the research and reform measures of de-administration of trade unions in Shanghai, such as reconstructing the functional positioning of trade unions at all levels and optimizing the organizational framework; promoting carder diversification, combining and paralleling selection, full-time, part-time and sending carder system; implementing the work system with the staff as the main body; expanding new fields of trade union work in the direction of network and socialization. Through the discussion on the nature of the previous trade union reforms, we think that the reform in 2016 is the"quality and efficiency” of the development path of socialist trade union with Chinese characteristics in the new historical period.
