Based on the perspective of the connotation development of trade unions, this paper puts forward that trade unions in Beijing should focus on strengthening their own construction and improving the quality of service workers. Currently, the trade union work in Beijing faces "serving the overall situation, following the international trend, in response to the requirements of employee expectations”, and other new requirements, but there are many problems which impede the development of trade unions, such as institutional settings, service mode, resource allocation, selection of cadres, etc. The paper suggests that during the 13th Five Year Plan Beijing union work realize triple transformation——that is focusing on the extension to the connotation, focusing on the closed to the open, focusing on administrative directives to demand-oriented. On the basis of explaining the kernel of connotation development, this paper puts forward the reform path of strengthening the connotation development of trade unions in Beijing.
