Abstract:This paper, based on the motivation theory, the structure of motivational factors and job performance designed and structural equation model, analyses the reasons of lack of enthusiasm and motivations of secondary labor union part-time cadres in college and universities. The result of the study shows that, to improve secondary labor union part-time cadres' enthusiasm and initiative, attention should be paid to the following aspects, such as increasing their spiritual return, constructing a positive humanistic environment, reducing interference in their teaching workload and academic research, promoting their motivation by material benefits, and caring for their personal growth. Moreover, some policy suggestions have been proposed.
