Abstract:This study focuses on analyzing and comparing several typical experiences of regional and comprehensive governance of labor relations in Guangdong province. The paper shows that the government-led regional governance of labor relations reflects the integrated design of the early warning, mediation and disposal of labor-capital contradictions. Furthermore, the design has built a multi-level mediation network from enterprise to the pre-litigation, paying more attention to the role of social organizations in mediation. Thus, the union-dominated labor relations governance strategy has a diversity of features, including not only the trinity source governance of the trade union construction, service, and rights protection, but also the service-based regional governance as well as the comprehensive management of regional industry. In this process, the local trade unions have carried out reforms and innovations on different levels in its’ organizational systems, working mechanisms, and work methods, opening up the last mile service for employees. Hence, the key to future regional governance of labor relations is to how to coordinate government institutional arrangements with the source governance of the trade unions.
