Abstract:This study, taking high-skilled talents in Beijing as research objects and adopting a mixed approach of a questionnaire survey combined with qualitative interviews, made an analysis on the substantive issues in cultivating high-skilled talents. Based on the perspective of trade unions, this study proposes specific ideas and methods in constructing the T-type mechanism for high-skilled talents, i.e. the ideal path and the realistic path. The former refers to the elements of vocational training and business management need to be improved from a horizontal direction. And the latter refers to that, from the vertical direction, the trade unions should be involved in the training of high-skilled talents as external platforms, working in the three levels of "participation", "support", and "incentive" to form a systematic and complete support system. The result of this study could serve as a reference for the practice of trade unions.
