    本研究以北京市高技能人才为对象,采用问卷调查和质性访谈相结合的方法,分析目前北京高 技能人才培养中的实质性问题。在此基础上,立足于工会,提出构建高技能人才培养 T 型机制的具体思路和方法, 即理想路径——从横向上完善职业培训与企业管理的要素,现实路径——从纵向上工会以外部平台的形态介入 高技能人才培养工作中,从“参与”、“支持”和“激励”三个层次开展工作,最终共同形成一个系统化的完 整支持体系。

    Abstract:

    This study, taking high-skilled talents in Beijing as research objects and adopting a mixed approach of a questionnaire survey combined with qualitative interviews, made an analysis on the substantive issues in cultivating high-skilled talents. Based on the perspective of trade unions, this study proposes specific ideas and methods in constructing the T-type mechanism for high-skilled talents, i.e. the ideal path and the realistic path. The former refers to the elements of vocational training and business management need to be improved from a horizontal direction. And the latter refers to that, from the vertical direction, the trade unions should be involved in the training of high-skilled talents as external platforms, working in the three levels of "participation", "support", and "incentive" to form a systematic and complete support system. The result of this study could serve as a reference for the practice of trade unions.
