Abstract:From the Third Plenary Session of the 18th CPC Central Committee to the Fourth Plenary Session of the 19th CPC Central Committee, modernization of national governance system and governance capabilities has been clarified from theoretical connotations to practical paths, pointing out the direction and demands for the modernization of governance system and governance capabilities of universities. Democratic governance is one of the important aspects of modernization of college governance in the new era. The reform and innovation in Teachers' Congress, hence, has become an inevitable requirement under this goal. On the basis of demonstrating the theoretical and logical inevitability of reform and innovation in Teachers' Congress, this study, by re-examining the status quo of the work of Teachers' Congress in colleges and universities and the difficulties faced by the reform and innovation, explored the following three aspects of governance practices of strengthening the Party's overall leadership over the work of Teachers’ Congress, improving the operation and guarantee mechanism of reform and innovation in Teachers' Congress, as well as the effective measures to consolidate the source participation in the democratic management of school.
