The work of proposals for the Teachers' Congress is an important link for representatives of the Teachers' Congress to perform their duties in accordance with the law, and it is one of the core and most distinctive parts of the Teachers' Congress system. Through combing the 2006 一 2019 proposal work of the Teachers' Congress of Beijing Normal University, the study found that the number of proposals solicited annually and the number of proposals on file showed a steady and upward trend. Representatives paid great attention to the logistics support jobs directly related to discipline construction, talents training, and scientific research. The researchers believe that, to better improve the level of the Teacher's Congress proposal work, the following measures should be taken: 1) to stimulate the enthusiasm of school representatives to perform their duties by optimizing the process and strengthening the details; 2) actively guide the Acuity and staff to express their opinions through the proposal and suggestions by multi-point efforts and full linkage; and 3) to cultivate the ability of representatives to perform their duties and improve their performance by providing a platform and creating conditions.
