Abstract:The weakness of grass-roots organizations is one of the major problems the trade union is faced with in reform in China. This study interprets the experience of Gucun from the perspective of how to stimulate the enthusiasm of grass-roots cadres in the trade union. According to the study, the core of the experience of Gucun is to try to solve problems of weak grass-roots organizations under the existing trade union system. The success of the experience of Gucun is that it, at first, rationally defines the responsibilities of grass-roots organizations of the trade union, and on this basis it provides appropriate incentives to grass-roots cadres of the trade union, thus mobilizing their initiative and enthusiasm and stimulating the vitality of grass-roots trade unions. The practical significance of the experience of Gucun is manifested in the top-down national promotion, and its theoretical significance is to point out that trade unions reform should undergo a change of mindset, that is, it should be moved from the macro- institutional level to the micro-institutional level, and based on the existing institutional characteristics of the trade union, an in-depth exploration should be made in the specific organizational system and operational mechanism innovation of the trade union in China.
