Abstract:In the process of modernizing China's governance system and governance capacity, the trade union plays an irreplaceable role in social governance. The "Fengqiao Experience" in the new era and the participation of the trade union in social governance have a common intrinsic mechanism in terms of its value concepts, goal requirements, grassroots foundations, and basic methods. Based on the Shaoxing practice of the trade union's participation in social governance from the perspective of the "Fengqiao Experience" in the new era, this study analyzed the following four governance models of mediated governance, dissolved governance, consultative governance, and infiltrated governance. The study posits that the participation of the trade union in social governance in the new era has certain problems at the institutional level, the social level, and the trade union level. The study suggests that the trade union, drawing on the "Tengqiao Experience", should strengthen the CPC's leadership over the work of trade unions in terms of political capacity, create an upgraded version of "mediation of labor dispute cases involving the trade union in courts" in terms of the rule of law, expand the coverage of trade union organizations in terms of organizational capacity, and raise the level of cadres of the trade union in terms of trade union professional capacity so as to enhance the ability of the trade union to participate in social governance.
