Abstract:As a measurement tool to quantify the harmonious degree of labor relations, the harmonious labor relations governance index is an important component of the current efforts to promote the construction of harmonious labor relations. Based on the characteristics of harmonious labor relations in the new era, literature research and fi eld investigation, this study combined with strategic labor relationship management theory to construct a basic, upgradable two-level evaluation index systemon the basis of "legality " and with"reasonableness" and "fairness" as the core. The study proposed a harmonious labor relations governance index in enterprises, distinguished the conceptualized results of early warning type, good type, and harmonious type of labor relations governance index as well. It suggests that the index can be used in the self-evaluation of the governance of harmonious labor relations in the enterprise, the classifi cation and comparison of harmonious labor relations governance in different enterprises, the long-term tracking and future prediction of the governanceof harmonious labor relations, to provide reference for the construction of harmonious labor relations
