    摘要:

    和谐劳动关系治理指数作为量化劳动关系和谐程度的测量工具,是当前推进和谐劳动关系建设 的重要内容。研究基于新时代构建新型和谐劳动关系的时代特征,结合战略劳动关系管理理论,以文献研究和 实地调研情况为依据,构建了以“合法”为深层根据的基础性和以“合情”“合理”为核心所指的提升性两个 层次评价指标体系,提出了企业和谐劳动关系治理指数,并区分了预警型、良好型、和谐型劳动关系治理指数 概念化结果。研究建议,可以在企业和谐劳动关系治理自评自测、不同企业劳动关系治理的分类和比较、企业 劳动关系治理的长期追踪与未来预测等方面运用该指数,为和谐劳动关系的构建提供参考。

    Abstract:

    As a measurement tool to quantify the harmonious degree of labor relations, the harmonious labor relations governance index is an important component of the current efforts to promote the construction of harmonious labor relations. Based on the characteristics of harmonious labor relations in the new era, literature research and fi eld investigation, this study combined with strategic labor relationship management theory to construct a basic, upgradable two-level evaluation index systemon the basis of "legality " and with"reasonableness" and "fairness" as the core. The study proposed a harmonious labor relations governance index in enterprises, distinguished the conceptualized results of early warning type, good type, and harmonious type of labor relations governance index as well. It suggests that the index can be used in the self-evaluation of the governance of harmonious labor relations in the enterprise, the classifi cation and comparison of harmonious labor relations governance in different enterprises, the long-term tracking and future prediction of the governanceof harmonious labor relations, to provide reference for the construction of harmonious labor relations
