Abstract:The process of globalization has cast doubt on traditional comparative industrial relations theories in explaining a world of work with increasing complexity. Many scholarly efforts have been made to extend the boundaries of traditional theories and make innovations from different perspectives. This research develops an index system for international comparative analysis of industrial relations governance, based on a new analytical framework of stakeholders. This index system focuses on seven relevant actors involved in national and global industrial relations governance, including the domestic government, foreign governments, domestic labor unions, global unions, the International Labor Organization, lead fi rms in the global value chains, and non-governmental organizations. It consists of 7 fi rst-level indicators, 19 second-level indicators, and 70 third-level indicators. This tool can be used to calculate an index, as an important estimate of the conditions of national industrial relations governance across the world.
