    受过高等教育的青年人力资源是稀缺资源,优化高校毕业生人力资源配置,带动总体人力资源配置效率提升,有助于实现发展质量和效益的双提高。研究基于国家统计局等机构和《中国人口统计年鉴》等资料公布的省级面板数据,使用 Aoki 模型测算了 2006—2022 年各省的人力资本错配值,发现东部、中部、西部、东北四大区域均存在不同程度的人力资源配置效率低下的问题,且人力资本错配情况各异。东部地区人力资源配置不足且情况较为严重,但近年来有所好转;东北地区的人力资源配置同样不足,人力资本错配状况有所加剧;中部和西部地区的人力资源配置过度,但人力资本错配情况较轻并趋于平稳。研究建议:调整产业结构,拓宽 中西部就业空间,加大政策引导和激励,让更多高校毕业生赴中西部地区和基层就业,改变区域人力资源供求 失衡局面,着力提高人力资本配置效率。

    Abstract:

    The human resources of young people with higher education are scarce resources. Optimizing the allocation of human resources for college graduates can improve the overall effi ciency of human resource allocation, which in turn contributes to the dual improvement of development quality and effi ciency. Using panel data published by institutions, such as the National Bureau of Statistics and the China Population Statistics Yearbook, this study employs the Aoki Model to calculate the human capital mismatch value in each province from 2006 to 2022. The study fi nds that there are varying degrees of ineffi cient human resources allocation in the eastern, central, western, and northeastern regions, whilst the human capital mismatch situation also varies accordingly. To address the imbalance between regional supply and demand of human resources and improve the effi ciency of human capital allocation, it is suggested in the study that measures such as adjusting the industrial structure, expanding employment opportunities in the central and western regions, and increasing policy guidance and incentives should be adopted to encourage more college graduates to work in the central and western regions and at the grassroots level.
